EL ÁREA DE LA GRAN BAHÍA HONG KONG – MACAO – GUANGDONG
El área de la Gran Bahía (GBA) es un proyecto de integración económica regional que ocupa una posición estratégica en el sur China. Su objetivo principal en los próximos años de acuerdo al Plan de Desarrollo para el Área de la Gran Bahía Guangdong – Hong Kong – Macao* link publicado el pasado febrero, será convertirse en (1) un centro urbano de clase mundial; (2) un centro de innovación y tecnología de alcance global; (3) un pilar de soporte en el desarrollo de la iniciativa de la Franja y la Ruta; (4) un escaparate para la cooperación entre China Continental – Hong Kong – Macao; (5) y un círculo de alta calidad en vida, empleo y viajes.
Este proyecto de integración regional surge en el año 2017, cuando el presidente chino atestiguó la firma del Acuerdo Marco para Profundizar la Cooperación entre Guangdong – Hong Kong – Macao en el Desarrollo del Área de la Bahía* link, documento realizado por los representantes de la Comisión Nacional de Desarrollo y Reforma China. Como parte de este Acuerdo Marco, se designó un listado de prioridades de cooperación entre las que sobresalen la promoción de conectividad en infraestructura, integración del mercado, desarrollo de un centro de innovación y tecnología, establecimiento de una red coordinada de industria moderna, mejora del nivel de vida, y establecimiento de plataformas de cooperación internacional.
Lo anterior representa no sólo una oportunidad para el desarrollo de proyectos entre las empresas locales, sino también nuevos sectores en donde empresas latinoamericanas pueden aportar conocimiento y expertise de negocios.

POR QUE ES IMPORTANTE EL ÁREA DE LA GRAN BAHÍA
LAS DIMENSIONES DE SU MERCADO
Con una población de mas de 71 millones de personas en un área de casi 57 mil kilómetros cuadrados, y el PIB per cápita más alto de China (23,000 dólares anuales en promedio), el GBA se perfila para ser una de las economías regionales más relevantes a nivel global. Datos del Consejo de Desarrollo del Comercio de Hong Kong* señalan que durante el 2018 la región no sólo reportó un PIB equivalente a 1.6 billones de dólares, sino también mantuvo un crecimiento económico del 5.9% en términos reales, a pesar del impacto en el comercio derivado del conflicto comercial con los Estados Unidos. La región cuenta con un desarrollado sector servicios, siendo Hong Kong, Macao y Guangzhou las ciudades que reportan una mayor participación de esta industria en su economía. Mientras que las economías de las ciudades de Shenzhen, Foshan, Donguan, Huizhou, Zhongshan, Jiangmen, Zhuhai y Zhaoqing reportan también un importante componente de manufactura de alta tecnología.

INNOVACION Y DESARROLLO TECNOLOGICO
La provincia de Guangdong es cuna de importantes empresas tecnológicas como Huawei, ZTE, Tencent, entre otras. En los últimos años, las ciudades de la provincia de Guangdong, además de Hong Kong y Macao, se han esforzado en crear un ecosistema que favorece a los start-ups tecnológicos, así como la cooperación con universidades de diversos países en temas de inteligencia artificial, robótica, diseño, ciudades inteligentes, biotecnología, y manufactura inteligente. Es importante mencionar además que en los últimos años se han abierto varios programas de incubación y aceleración para start-ups en la región GBA que otorgan no sólo el espacio físico y la infraestructura necesaria para desarrollar un proyecto, sino además, ofrecen todo el ecosistema emprendedor que permite la captación de capital y oportunidades en sectores como fintech, biotecnología y aplicaciones.
EXPERIMENTACION EN APERTURA ECONOMICA
Tanto el crecimiento económico como la innovación tecnológica serían irrelevantes sin innovación en políticas de facilitación comercial y de inversión. En este sentido, uno de los principales objetivos de la iniciativa del GBA es la experimentación en apertura económica. En los últimos meses se han aprobado diversas medidas de facilitación para los residentes y las empresas que permitirán un mayor flujo de capitales, negocios y personas en la región. Esto no sólo consolidará a la región GBA como un gran mercado de 71 millones de personas, sino que también otorgará ventajas de acceso a aquellas empresas que tengan presencia en la zona.

The Greater Bay Area and business opportunities for Latin America companies
THE AREA OF THE GREAT BAY HONG KONG – MACAO – GUANGDONG
The Great Bay Area (GBA) is a regional economic integration project that occupies a strategic position in southern China. Its main objective in the coming years according to the Development Plan for the Greater Guangdong Bay Area – Hong Kong – Macao * link published last February, will become (1) a world-class urban centre; (2) a centre of innovation and technology of global reach; (3) a support pillar in the development of the Strip and Road initiative; (4) a showcase for cooperation between Mainland China – Hong Kong – Macao; (5) and a circle of high quality in life, employment and travel.
This regional integration project arises in 2017, when the Chinese president witnessed the signing of the Framework Agreement to deepen the Cooperation between Guangdong – Hong Kong – Macao in the Development of the Bay Area* link, a document made by the representatives of the National Development and Reform Commission China. As part of this Framework Agreement, a list of cooperation priorities among which the promotion of infrastructure connectivity, market integration, development of an innovation and technology centre, establishment of a coordinated network of modern industry, improvement of the design, was highlighted. standard of living, and establishment of international cooperation platforms.
The above represents not only an opportunity for the development of projects among local companies, but also new sectors where Latin American companies can contribute knowledge and business expertise.

INNOVATION AND TECHNOLOGICAL DEVELOPMENT
Guangdong Province is the birthplace of major technology companies such as Huawei, ZTE, Tencent, among others. In recent years, cities in Guangdong Province, in addition to Hong Kong and Macao, have endeavoured to create an ecosystem that favours technological start-ups, as well as cooperation with universities in various countries on artificial intelligence issues, robotics, design, smart cities, biotechnology, and smart manufacturing. It is also important to highlight the fact that several incubation and acceleration programs have been opened for start-ups in the GBA region, offering benefits such as office rental at preferential rates, infrastructure necessary to develop a tech project, and also the needed entrepreneurial ecosystem allowing to raise capital and capture opportunities in sectors such as fintech, biotechnology and applications.
EXPERIMENTATION IN ECONOMIC OPENING
Both economic growth and technological innovation would be irrelevant without innovation in trade and investment facilitation policies. In this sense, one of the main objectives of the GBA initiative is the experimentation in opening the economy. In recent months, various facilitation measures have been approved for residents and businesses that will allow a greater flow of capital, business and people in the region. This will not only consolidate the GBA region as a large market of 71 million people, but will also grant access advantages to those companies that have a presence in the area.
